Social Impact Partners Welcomes National Early Childhood Education Leader to Its Team

WESTPORT, CT, August 4, 2025 – Social Impact Partners (SIP), a nonprofit organization focused on increasing economic and social mobility through enhancing early childhood education, postsecondary and workforce systems, proudly announces the appointment of Jessica (Jess) Bialecki as Director of Early Childhood Education.

SIP Executive Director, Mark Argosh, shared, “We are thrilled to welcome Jess Bialecki back to Connecticut to lead SIP’s early childhood education (ECE) work. Jess brings a remarkable breadth of experience, knowledge and deep understanding of both policy and practice, equipping her uniquely to help Connecticut build a world-class ECE system.”

In this role, Bialecki will lead SIP’s strategic initiatives to develop a high-quality, affordable and accessible early childhood system that supports children’s learning and healthy development, strengthens the early childhood workforce and meets the needs of families and communities.

Bialecki shared, “What sets Social Impact Partners apart is its deep humility, an unwavering commitment to listening, learning and truly partnering with a diverse range of voices. It’s not about having all the answers, but about showing up with respect, curiosity and shared purpose. That’s rare and powerful.”

Bialecki brings over 15 years of experience in early childhood education, policy and nonprofit leadership. Most recently, she served as the Director of the Division of Policy and Planning at the Office of Head Start, where she led national efforts in policy development, budget formulation and legislative engagement. She also held the position of Senior Director of Policy for the Division of Early Childhood Education in New York City, supporting over 1,100 early childhood programs, including Head Start and Early Head Start services.

“In the wake of the most significant early childhood education legislative session in our state’s history, the timing couldn’t be better to welcome Jess Bialecki to SIP,” said Beth Bye, Commissioner of Early Childhood Education at the Office of Early Childhood (OEC). “SIP has been an important partner for OEC and Jess brings a wealth of knowledge and a deep commitment to young children and families – and she is poised to help turn this legislative progress into real, lasting impact at the agency and community level.”

Bialecki holds a Master of Education in Human Development and Psychology from the Harvard Graduate School of Education and a Bachelor of Arts in Political Science from Yale University. A New Haven native, she is deeply rooted in Connecticut’s early childhood and nonprofit communities.
